    The main functions of the Harbin Archives Bureau :
    1. Performing the principle of the Communist Party and nation's, Policies, laws, rules and regulations;
besides of giving a general control for the whole city's archives,taking responsibilities for
the organization, guidance, inspection, supervision, and coordination with others branches.
    2. Organizing and coordinating the city archival's education, publicity ,scientific and technological
research, Lawful Intercept ,international exchange andcooperation;
    3. Programming the regulation for the crew, and organizing the train for the further development of the elite;
    4. Unified the city's important files,reference, secreting the Conservative Party and the states secret
document,and making sure for the integrity of files and data files to ensure the safety.
    5. Being in charing of receiving , collecting , organizing the files and keeping important files and document Impelling this work to be more organized  scientifically .And developing the information about the archives by publishing the document in order to be used by the public.
    6.Completed other works assigned by the Municipal Committee and municipal government.
